ESF Annual Implementation Report 2013 published

The annual implementation report for how the European Social Fund was implemented in England in 2013 has been published.

The report gives some facts and figures for the year 2013 but also on the period from 2007 up until the end of 2013.

It recognises the work that the NCVO’s European Funding Network has been doing providing national technical assistance to civil society organisations in England on the ESF and includes our work engaging with Co-Financing Organisations, representing the sector on the National Programme Monitoring Committee and providing visibility of the ESF programme.

It also notes some of our work during 2013 on getting recognition of the voluntary sector in initial guidance to LEPs, contributions to the BIS Roadshows, engagement with the Big Lottery Fund, development of a LEP Contacts database and attending various advisory and consultation meetings with a number of Local Enterprise Partnerships.

Some of the report analysis includes

  • 5.5 million participants had been supported by the programme by the end of 2013 - 274,000 of those started provision in 2013.
  • In 2013, the proportion of participants in each of the four economic groups was: unemployed - 45% (124,000); employed - 12%  (34,000); young people NEET - 18% (51,000) economically inactive – 24% (66,000)
  • In 2013, the programme helped: 30,000 unemployed and inactive people enter employment; 36,000 young people NEET into Employment, Education and Training; 2,000 people to gain basic skills; and 11,000 people to gain a full qualification.
  • The proportion of participants aged 50 and over has increased from 14% in 2012 to 15% in 2013 and is below the target of 19%.
  • Female participation has increased from 27% in 2012 to 32% in 2013. The target is 51%.

The report also includes information on the performance targets according to regions, information on the Co-financing organisations and on the regional and national Technical Assistance projects.
